Brief History and background for
its establishment
The Labour Welfare Department is one of the most important departments of M.C.D. which was established for the welfare of Municipal Employees. It manages controls and executes various Welfare schemes and also ensures proper implementation of various Labour legislations with the sole motive to delivers goods to the Municipal employees.

Functions:-
1. Welfare Scheme
(a) Financial Assistance
Labour Welfare Department grants financial assistance to the Municipal employees and other dependence for serious/prolonged illness, accidental injuries, sickness or death while in service. The
deptt. Has Staff Welfare fund Board under the chairmanship of Chief Labour Welfare Officer with Addition M.H.O (G.D), Director (P), ACA (Budget), & AC(L) asmembers to recommended /sanction for financial assistance.
(b) Deposit Linked Insurance Scheme
Benefits under this scheme are admissible in the event of death of any Municipal employee who has put in at least 5 Years of service. The extent of financial assistance depends on the balance of provident fund A/C of the concerned employee during the last 3 years preceding the date of death. The balance in the GPF A/C of employees should not be less than Rs 12000/-, Rs 9000/-, Rs 3500/- and Rs 2500/- in respect of group A,B,C, and D categories of employees respectively. The maximum amount to be paid in this categories is Rs. 60,000/-
(c) Financial
assistance for Cremation
A financial assistance of Rs 500/- is given by Labour Welfare department in the event of
death of a Municipal employees for the purpose of funeral.
(d) Prolonged
Illness
Under this scheme financial assistance is granted to Municipal employees who suffer from prolonged illness to the extent of wages @ 3 months basic pay + DA to regular employees and actual loss of the wages in the case of daily wager.
The Staff Welfare Fund Board decides such cases by conducting meeting under the chairmanship of Chief Labour Welfare Officer.
(e) Workmen
Compensation
Certain categories of employees falling under the workman compensation Act 1923 are given compensation in the event of accident while performing their duties.The Labour Welfare Department process such cases in consultation with Chief Law Officer and Account Officer to calculate the amount of compensation which is recommended to be paid by the concerned deptt. to the workman or his dependents.
(f) Scholarship
The Labour Welfare Department also arranges the scholarship to the meritorious children of class III and IV employees every year starting from class VI to higher technical/professional courses.
2. Labour Welfare Centers
The Labour Welfare Department is running 49 Labour Welfare Centers and 4 Craft classes for the benefit of Municipal employees and their dependents. These Centers are situated at various Municipal colonies, Hospitals, Auto workshops and Zone Offices. These
Centers provides reading materials, sports equipments for recreation facilities and the constructive utilization of their spare time. The Craft training classes give training in cutting, stitching, embroidery etc. so that beneficiaries can also support their family.
3. Final Payment
Primarily it is responsibilities of the deptt. Concerned to release the final payments
to the retired/nominee of the deceased employees. The Labour Welfare department
also shares this responsibility. It also pursues for expeditious payments to the
concerned employees/dependents.
4. Sports and Cultural activities
In order to promote sports and cultural activities, the Municipal employees, who take part in sports, are provided with all the requisite sports materials such as Volleyball, Football, Chess, Cricket, Bat and Ball Carrom Board, Badminton Rackets,Shuttles etc.
5. Processing of Compassionate
Ground Appointment Cases
The Labour Welfare Department process the Compassionate ground appointment cases when an employee dies in service/extension of service (including suicides) but not during re-employment. The deceased employee’s wife/son/daughter (adopted
son/daughter) shall be appointed on Group C and D posts as per the instructions issued by the Govt. of India from time to time.
6. Interaction with Trade Unions
and Industrial Relations
There are a numbers of Unions operating in M.C.D After receiving the Charter of
demands of the Union the Labour Welfare Department processes such demands and
also arrangers meetings with the concerned deptt. and the representatives of the Trade
Unions. The Labour Welfare Department also deals with the Dharna, Demonstration
and strikes called by the Unions.
Conciliation
The Labour Welfare Department Co-ordinate with the Govt. of N.C.T of Delhiregarding the Industrial dispute cases and pursues with the departments for theimplementation of Award.
1. Duties
of Asstt. Labour Welfare Officer
(a.) To examine complaints
received from employees/their Unions regarding Labour and Welfare matters.
(b.) To convene grievance committee meetings regularly to secure redressal of grievances of employees.
(c.) To process the demands of local nature (not involving any policy)
(d.) To expedite information/documents pertaining to demands referred by the heard office.
(e.) To secure implementation of decisions / agreements / settlements / Awards.
(f.)To maintain complain, demands and implementation Awards registers.
(g.) To report information / occurrence of direct actions e.g. strike, hunger strike,demonstration,dharna etc. by employees and their unions.
(h.) To ensure payment of salary to the employees by the 10th of every month by the date as provided
under Minimum Wages Act 1948.
(i.) To ensure
payment to Safai Karamcharies under supervision of a team constituted for the purpose and
indicate the compliance in the monthly report for the disbursement to salary.
(j.) To ensure
initiation of cases of payment of retirement benefits to the retiring employees and ensure
payment to the retired employees within stipulated period.
(k.) To expedite and pursue the cases for appointment on compassionate ground of the eligible dependents of diseased / retired employees.
(l.) To examine the cases under the workman compensation Act.
(m.) To carry out periodical inspections of the Labour Welfare Centers.
(n.) To ensure submission of bills of reading material complete in all respects by the welfare centres of the Head Office by 5th of every month.
(o.) To give publicity to the employees and their Unions regarding various welfare schemes e.g. financial assistance in case of prolonged illness benevolent fund,scholarships to the children of the Municipal employees etc. from time to time.
(p.) To carry out such other duties as may be assigned from time to time.
2. The Duties of Labour Welfare Superintendent
(a) To examine
complaints received from employees/their Unions regarding Labour and Welfare matters.
(b) To convene grievance committee meetings regularly to secure redressal of grievances of employees.
(c) To process

(d) To expedite
information / documents pertaining demands referred by the head office.
(e) To secure
implementation of decisions / agreements / settlements / Awards.
(f) To maintain

(g) To report
information / occurrence of direct action e.g. strike, hunger strike,demonstration,dharna etc. by employees and their unions to the concerned ALWO/CLWO.
(h) To ensure
payment of salary to the employees by the 10th of every month by the date as provided under
Minimum Wages Act 1948 and report position to the ALWO by 15th of every month.
(i) To ensure payment to safai karamcharies under supervision of a team constituted for the purpose and indicate the compliance in the monthly report for the disbursement of salary.
(j) To ensure
initiation of cases of payment of retirement benefits to the retiring employees and ensure
payment to the retired employees within stipulated period and send fort nightly report
to the ALWO.
(k) To expedite and pursue the cases for appointment on compassionate ground of the eligible dependents of deceased / retired employees.
(l) To report
occurrence of accident / death while on duty on employees to ALWO and arrange
immediate attention, financial help and post mortem, cremation, compensation if any, payment of terminal benefits and appointment on compassionate ground under the rules in the event of death of employees.
(m) To carry out
periodical inspections of the Labour Welfare Centers.
(n) To ensure
submission of bills of reading material complete in all respects by the welfare
centres to the
Head Office by 5th of every month.
(o) To ensure
proper maintenance of welfare centres and arrange immediate repairs etc. on receipt of a
complaint from the centre attendant.
(p) To carry out
periodical inspections of Municipal colonies staff quarters (in dispensary,school over
Dalaos etc.) and ensure their proper maintenance and provision of civic amenities.
(q) To give
publicity to the employees and their Union regarding various welfare schemes e.g. financial
assistance in case of prolonged illness benevolent fund, scholarships to the children of the
Municipal employees etc. from time to time.
(r) To send
monthly report of the work in the prescribed proforma to ALWO (HQ) by 5th of every month.
(s) To carry out
such other duties as may be assigned from time to time.
3. Duties
of Labour Welfare Organizers :-
(a) To exercise
check / supervision on the Centre Attendant
(b) To organize
welfare activities at eh Centre.
(c) To ensure
smooth functioning of the welfare centres under this control.
(d) To organize
film shows at the centre.
(e) To organize
social, cultural and other similar activities at the centre.
(f) To formulate
committees at the respective centres to advise on the activities of the centre.
(g) To ensure
proper maintenance of the materials issued at the centre.
(h) To arrange
disposal of the unserviceable articles.
(i) To verify
the bills pertaining to the centres.
(j) To ensure
proper maintenance of the building of the centre.
(k) To help the
resident to form co-operative societies/consumers stores.
(l) To survey
the colony attached to the centre from time to time and ascertain requirementsof the residents
pertaining to their welfare and ensure proper maintenance of quarters and provision of
facilities like that of ceiling fans, water, electricity etc.
(m) To keep
across rapport with the residence of the employees and their dependence and encourage to
utilizing their leisure time to centre activities.
(n) To keep
liaison between the HQ/ Zonal Office and the centres.
(o) Any other
duty assigned to him time to time.
4. Duties
of Centre Attendant:-
(a) To open and
close the Centre and remain in the centre during the working hour.
(b) To run and
organize activities at the welfare centre.
(c) To ensure
smooth running of the Centre.
(d) To keep
charge of the entire stock issued to for the centre.
(e) To issue and
take back game materials to the beneficiaries.
(f) To issue and
take back magazines to the beneficiaries.
(g) To operate
Radio.
(h) To operate
T.V.
(i) To prepare
the bills of the magazines, newspapers etc.
(j) To help the
Labour Welfare Organizer in arranging social cultural and other similar
activities at
the centre.
(k) To keep a
close report with the residents of the colony/employees and their dependents
and
encourage them to utilize their leisure time at centre activities.
