1.     Aims and objectives of the organization

 

           Primary education is an obligatory function of Municipal Corporation under section 42 of DMC Act, 1957 with the DMC (Amendment) Act, 1993.  The aim of the Education Department of Municipal Corporation of Delhi is to bring every child in the age group of 5+ to 11 years to school.  Keeping this in mind, Corporation has opened primary schools in its area in such a way that every eligible child can seek admission by covering walking distance from the place of his/her residence.  Every year a house-to-house survey is conducted to find out the number and names of non school-going children for admission in the nearby schools.  In this important programme, co-operation and assistance of the public and Parent Teachers Association is also sought.

 

Delhi, one of the four mega cities in the country, has 16.26 lacs children in the age group of 5-11 years.  Out of 13.24 lacs children enrolled in primary classes in the city, 9.07 lacs are studying in 1750 primary schools run by the Municipal Corporation of Delhi.  MCD also runs 893 attached nursery schools\classes (including 33 independent schools) with about 50,000 children in these.  Apart from running its own primary and nursery schools, MCD gives aid to 44 primary schools and also recognises primary schools run by voluntary organisations. Therefore in all 9.57 lac children are in municipal pre-primary and primary schools and around 50,000 in municipal aided and recognised schools.

 

 

2.     Mission / Vision

          The National Policy on Education, 1986 (Revised and Enlarged in 1992) envisages an unqualified priority to Universalisation of Elementary Education.  The thrust in elementary education is, therefore, on

 

(i)   universal enrolment and universal retention of children up to 14 years of age and

 

(ii)  a substantial improvement in the quality of education.

 

          The objective of universal enrolment and universal retention is being pursued vigorously by MCD.  Various welfare schemes have been launched to serve as an incentive to the children of weaker sections with a view to minimise drop-outs and absenteeism.

 

Education Department is having its Headquarter at Kashmere Gate while the supervision and control of schools located in all parts of Delhi falling within the Jurisdiction of MCD is exercised through 12 zonal offices.

 

3.     Brief history and background for its establishment

The Delhi Municipal Corporation came into existence in 1958 when the erstwhile Delhi Municipal Committee and different local bodies were merged. The Corporation a creation of the Delhi Municipal Corporation Act, 1957, (be hereinafter referred to as the Act), has jurisdiction over the entire area of Delhi except certain areas falling under the jurisdiction of New Delhi Municipal Committee and Delhi Cantonment.
