Public Health Department of MCD is providing Preventive & promotive Health Care Services to citizens I the area under jurisdiction of MCD .These services are provided through a network of Departments. Department is Headed by an Officer called Municipal Health Officer cum DHS .All the Doctors posted in Public Health Department have post Graduate qualification in Public Health. Organizational Chart is placed as Annexure A

 

Division

A) Anti Malaria Operations, headed by Dy MHO (Malaria &b Other Vector Borne Diseases)

B) Public Health Division, headed by Dy MHO (Public Health)

C) Epidemiology Division headed by Dy MHO (Epidemiology)

D) Vital Statistics. Headed by Officer I/c Vital Statistics

There Department are providing Policy Guidelines and logistics support to the Zonal Health Department. There is one Zonal health Department in all the 12 Municipal Zones. Zonal responsible for taking all measures as per directions issued by the four divisions fo the H.Q.

 Activities

A) Anti Malaria Operations

 This Department is providing all technical support, Policy Guidelines and logistics supply to Zonal Health department for Prevention and Control of Vector Borne Diseases. There are six Vector Borne Diseases namely Malaria, Dengue, Chikungunya, Yellow Fever, Japanese encephalitis and Kala Azar. Out of these challenge in Delhi. Objective of the Department is to reduce the burden of vector borne disease & avert mortality. This objective is fulfilled by adopting following strategies

 

1. EFFICIENT DISEASE SURVEILLANCE

33 Govt. Hospitals have been identified as Sentinel surveillance Hospitals and AIIMS & NCDC have been identified as Apex referral centres for Diagnosis and Management of Dengue/Chikungunya. 125 Malaria clinics have been established for passive surveillance of Malaria. 12 rapid Response Teams have been constituted under leadership of Zonal Epidemiologist.

2.  STRENGTHENING VECTOR SURVEILLANCE

Zonal Entomological teams have been established in all 12 zone unde5r leadership of zonal entomologist. 3500 Domestic Breeding Checkers have been posted to carry out Domestic Breeding Checking.

3. EFFICIENT & EFFECTIVE VECTOR CONTORL

Anti larval measures are taken by using ecofriendly Biolarvicide Power Sprayer Tankers are used for spraying larvicide in major drains and big ponds. Anti Adult measures are initiated by spraying or fogging in and around 50 houses whenever a positive malaria or Dengue case is reported. Outdoor Fogging by vehicle mounted machine is carried out whenever large number of Dengue cases or outbreak like situation is reported. Larvivorous fish have been introduced in 120 water bodies.

4. CAPACITY BUILDING OF FIELD STAFF

 Training Programmes are organized for the staff, doctors from Pvt Sector, RWAs, Nodal Officers, Nodal teachers from MCD schools, Political representatives etc.

5. PROACTIVE INTER-SECTORAL CO-ORDINATION

 Intersectoral coordination committees have been constituted at HQ level under Chairmanship of Commsissioner MCD and at Zonal level the committees have been constituted uder Chairmanship kof Dy Commissioner to solve the issues pertaining to different intersectoral Partner Departments

6 .IEC- MOTIVATIONAL ACTIVITES

 Variety of media are used for imparting health education on prevention and control of Vector Borne Diesease e.g. advertisements through newspapers, television, radio, cinema slides, posters, banners, hoardings, panels on DTC buses and personal contact through Resident Welfare Associations, Chambers of Commerce and Market Associations, munadi through public address system etc. Training Programmes for community participation have also been organized.

7. LAW ENFORCEMENT

 With a view to control Vector Borne Diseases, Delhi Municipal Corporation (Malaria and other vector borne diseases) Bye laws 1975 are in force throughout the year in areas under the jurisdiction of MCD. Under these bye laws, no person shall keep or maintain within his premises any collection of standing/flowing water in which mosquitoes breed or are likely to breed. The bye-laws also make creation of mosquitogenic conditions punishable with fine. Dengue fever/DHF/DSS have been declared as dangerous diseases under section 2(9)(b) of DMC Act.

B) Public Health Division

 Under this Division following activities are undertaken

1. Prevention and Control of Human Rabies:

A Pilot Project has been imitated in collaboration with National Centre for Disease Control for introduction of Intradermal route of vaccination. Nodal centre have been identified in Delhi. Guidelines were formulated by Govt. of India for rabies prophylaxis and intradermal administration of cell culture rabies vaccine

 

2. Development and Management of Cremation Grounds

 There are 62 Cremation grounds in Delhi being managed by MCD. Since 2003 some of the cremation grounds have been installed at Nigam Bodh ghat and Sarai Kale Khan.

3. Providing policy Guidelines for issue of health trade License.

4. Strict action against the sale of unhygienic food, cut fruit and sale of unwholesome Ice

C) Epidemiology Division

 Epidemiology Division of Health Department is concern with the following activities.

1. Prevention and Control of Water Borne Diseases

It envelops the following steps.

 Disease Surveillance

 Water Quality Surveillance

 Preventive Measures like distribution of Chlorine & ORS

 Health Education Measures

 Inter departmental co-ordination with DJB, Education Deptt. DEMS etc.

2. Prevention and Control of Meningococcal Meningitis

 It envelops the following steps.

 Disease Surveillance

 Chemoprophylaxis

 Health Education Measures

3. Yellow Fever Vaccine Inoculating

D) Vital Statistics

 Bureau of Health Intelligence is an important and integral part of the Health Department, closely related to Medical institutions and to Public Health programmers. This unit is headed by CMO (HI)/OIVS , who reports to DHA/MHO , who are the respective HODís for the Hospital Administration Unit and Public Health Unit of MCD

 

The main functions of the Bureau are as follows:-

1. Collection, Compilation and Publication of reports on various health activities.

 The department publishes daily report on Cholera Cases on the basis of the reports received from I.D.Hospital

 A weekly report is also published for food hygiene and Gastroenteritis collected from 22- Index hospital

 A monthly report is submitted to the LG of Delhi and

 Annual Report is published for the Health Department.

2. Compilation of patient statistics, study of morbidity and mortality pattern and evaluation of the functions and capacity utilization etc. Compilation of patient statistics to study morbidity and mortality is being carried on the data received from all the Dispensaries, Polyclinic, and Hospitals Mty. Homes M&CW Centre, TB Clinic etc.

3.  Organizes all activities of Registration of Births & Deaths including empanelling of Pvt. Hospitals and Nursing homes in the jurisdiction of MCD.

 BHI is the Nodal Agency for developing application for information Technology in Health Department and for training of staff in computer basis and software.(HIS,LIBRE,MCWIS,TB_DOTS,NDSS etc.)
